SIC penalizes PIO

ITANAGAR, Apr 16:  The Arunachal Pradesh State Information Commission has imposed penalty of Rs 25000/- under section of 20(1) RTI Act 2005 on Public Information Officer Superintendent Engineer (WZ) PHED for deliberately defying the order of the commission. The information was sought by Toko Teki. The Commission further directed the Public Information Officer to deposit an amount in favour of Registrar APIC Itanagar through Treasury challan.

 

AAPSU for early disbursement of stipend

ITANAGAR, Apr 16: An All Arunachal Pradesh Students’ Union (AAPSU) team called on Secretary Education R.K. Mishra at his office chamber and submitted a representation demanding early release of stipend to the students studying both inside and outside the state. The AAPSU team urged the secretary to take the stipend problem with utmost priority as the delay in disbursing the stipend to the students especially outside the state are confronting immense problem, opined AAPSU Spokesperson Tanya Agu. He further added that the Government’s proclaimed quote of “Zero Tolerance” for education sector is yet to be seen in practical and in real sense.

“The students of the state are in great distress due to non-payment of stipend to school, college and University students inside and outside the state. This has pressed a panic button among the students community. Such inordinate delay causes undue harassment to Arunachalee students” the students said.

No lame excuse will be enough to convince the youth of the state at least on this point. If such crisis is not addressed within a reasonable time, we will be compelled to resort to democratic agitation, they added.

The Secretary Education assured to the team of early disbursement of stipends.

 

APWWS condemns Tarasso incident

ITANAGAR, Apr 16: The Arunachal Pradesh Women’s Welfare Society (APWWS) while condemning the Tarasso incident in which 12 personnel of Indian Army allegedly molested three women on April 6 questioned the social consequences due to presence of military in the state as well the human rights violations meted out to the citizens of the state.

The Society further expressed the apprehension that state would witness such similar instances in future as well in the name of curbing out militancy.

It further urged the state government for more effective governance in order to deal with anti social elements in the state.

Since security is state subject, the govt should equip the state police with all facilities in order to meet any eventualities, said Gumri Ringu, the President of APWWS in a statement.

On extension of Armed Forces Special Powers Act in 12 districts, the Society has reiterated its stand and asked the centre to repeal the act.

While citing examples of Tirap, Changlang and Londging, the Society questioned why it is always the women and children who are caught in between the military and the militant activities. Meanwhile, the APPSU also strongly opposed the imposition of Armed Forces Special Powers' Act (AFSPA) in the peaceful state.

Pointing out the Tarasso situation and outraging the modesty of women, the Union further said that Union MoS for Home will be held responsible if any untoward incident occurs in the area.

Further, the All Papum Poma Students’ Union (APPSU) has strongly condemned the misbehaviour and molestation of women in Tarasso circle under Papum Pare district allegedly by 12 numbers of unidentified Indian Army personnel recently.  The Union urged the state Govt to take appropriate action immediately for the safety of common people of Tarasso and other border areas. Referring to the FIR that has been filed at P S Balijan, the Union also requested the Balijan ADC to take necessary action in order to prevent recurrence of such inhuman act.

 

Women’s savings Day celebrated at Tezu

TEZU, Apr 16: Along with the rest of the country, Lohit district celebrated the Women’s Savings Day at Changliang village under Tezu Sardar yesterday. The celebration programme organized by the Department of Small Savings was attended by villagers, MPKBY agents, Postal officials, PRI members and members from various women organization.

Speaking on the occasion, N K Bandhopadhay, Treasury Officer, has cautioned the gathering against the unscrupulous and bogus financial companies and chit funds. Savings are essentially a prerogative for speedy economic development of the state, he said and stressed the need for a practical approach towards bringing every section of the society into savings net.  

Highlighting the role of the Mahila Pradhan Kshetriya Bachat Yojana (MPKBY) agents, he further urged upon housewives to participate in mobilization of household savings, as the women are the agents of change.

Jotho Yun, Field Publicity Officer, Small Savings department gave a detailed historical account about the celebration of Women’s Savings Day. He also highlighted the role of women in building national economy by generating household savings. He further urged all the MPKBY agents to be equipped with the latest rules and regulation of small savings schemes so as to enable them to work in the field more efficiently.

Ujjal Deb, Postmaster Mukhya Dak Ghar advised the gathering to channelize their hard earned money into Post office savings schemes to make their dreams into reality. A MPKBY agent Sita Oli explained about the need of savings in the present era of consumerism. As an authorized agent, she assured to extend every possible help and guidance to esteemed investors.

 

AIMSU team takes part in cultural prog at Bhopal

ROING, Apr 16: A women team of the All Idu Mishmi Students Union(AIMSU) along with the Rajiv Gandhi University students participated in the 39th Foundation Day of Indira Gandhi Rashtriya Manav Sangrahalaya (IGRMS) held in Bhopal last month. The team took part in the three days long cultural programme under the theme "Arunachal Prasang", a cultural festival of Arunachal Pradesh.

Initiated by AIMSU Women's President Pretty Elapra, traditional attires of the Idu Mishmi tribe was donated to the IGRMS museum. While appreciating the Idu Mishmi Cultural and Literary Society (IMCLS), Enjalu Menda Women’s Empowerment Forum (EMWEF), Arunachal Women and Child Welfare Society (AWCWS) and the AIMSU for their contribution in making the donation to the museum, she also lauded the Director IGRMS Prof. Sarit Kumar Chaudhuri for providing an opportunity to showcase the culture and tradition of our state.

 

DPR violation alleged

ITANAGAR, Apr 16: Claiming that the executing agency has violated the DPR and took new diversion while executing the DPIU-II Pasighat road under PMGSY, Karging Menyang Dere Yameeng Frontier has appealed to the Chief Secretary to direct the department to follow as per the DPR. In a representation to both Chief Secretary and Secretary RWD, the organisation alleged that diversion created by the contractor is only to avoid hard rock areas and make more money. The organisation also informed that violation of DPR has stirred up resentment among the affected the villagers.

 

Regulatory commission to guide private universities: Taloh

ITANAGAR, Apr 16: Education Minister Tapang Taloh informed that a regulatory commission is being formed to guide and assist private universities in the state. He said this on Tuesday during a meeting at the conference hall of the state council for technical education to discuss establishment and functioning of private universities in Arunachal Pradesh. Other than reviewing the current status of such universities, the meeting discussed the amendments to be made to the Private Universities Act in order to plug the loopholes.         

The minister asked the university authorities to initiate the process of acquiring land for establishing permanent campuses, saying the universities “would in no way be allowed to function from rented rooms.” The GoAP has allowed private universities into the state with the hope that they will provide quality higher education, he said. “The people of the state have high expectations from the private universities. The universities should therefore prove themselves in the field of education,” Taloh said.

 

Tacho takes part in Longte festival

ITANAGAR, Apr 16: Health Minister Rajesh Tacho and Upper Subansiri ZPC Sossar Nalo attended the Longte festival as chief guest and guest of honour respectively at Parsi- Parlo yesterday. Kurung Kumey district ANYA unit President Phassang Bunghi and Patuk ADC, Chuku Chechung were special guests while Kurung Kumey DMO Higio Tama and DRCHO Nani Tanyo were present as special invitees.

The Health Minister also visited the construction works of the hospital at Patuk along with the Patuk ADC and other dignitaries.

 

People resolve to cooperate in road construction

ITANAGAR, Apr 16: The people including senior citizens of Ward no 26 in a general meeting held under the chairmanship of ward Councillor Gangte Togung at Govt. Middle School, ‘G’ sector, Naharlagun yesterday unanimously resolved to cooperate with the contractor during the cement concrete pavement (CCP) road and drainage construction.

It was further decided in the meeting that minimum width of CCP road and drainage construction will be 8mtrs and any structures which falls within the 8 meters width of the road side will be evicted. The house also constituted a committee for looking into the proper construction of road and the Ward Committee members of 26 Ward would supervise the committee constituted for the road construction.

During the meetings the residents also agreed to contribute Rs 50 as civic charge for maintenance of Tata Ace vehicle provided by Itanagar Municipal Council (IMC), Naharlagun, according to a release.

 

APPDSU reiterates demand, threatens stir

ITANAGAR, Apr 16: Reiterating its demand for immediate dropping of Education Minister Tapang Taloh from the State Cabinet for his alleged involvement in the ten percent commission fixation scandal in the education department, the All Papum Pare District Students’ Union (APPDSU) today sought for Chief Minister’s personal intervention into the matter.

The Union has been demanding for handing over of the 10% commission fixation case of Education Department to SIT for impartial inquiry, arrest of all the remaining accused involved in the case and stopping of 10% commission system in the state besides dropping of Tapang Taloh from the cabinet.

In its representation addressed to the CM, the Union, while referring to various points in support of its demand, strongly urged upon the CM to intervene failing which it threatened to intensify its agitation.

 

DMO seeks people’s cooperation

ITANAGAR, Apr 16: Informing that Papum Pare district DDT (50%) Indoor Residual Spray (IRS)  activities is being going on, the District Medical Officer Tatung Tayang  has requested the Panchayat leaders, GB’s and intellectuals to cooperate and allow Indoor Residual Spray (IRS) in their dwelling houses in order to get rid of malaria, dengue and Japanese Encephalitis.

Voices against AFSPA grow larger

AAPSU, PPA stage rally at Itanagar, Orgs vent out opposition at Pasighat

ITANAGAR, Apr 16:  Voicing out against the extension of the Armed Force Special Power Act (AFSPA) in 12 districts of the state bordering Assam and implementation of Arunachal Pradesh Unlawful Activities (Prevention) Act (APUAA), hundreds of students from Rajiv Gandhi University, North Eastern Regional Institute of Science and Technology, various colleges, and community based organizations on Wednesday staged a protest rally here from Akashdeep to Raj Bhawan under the banner of All Arunachal Pradesh Students’ Union (AAPSU).

A two-point memorandum was later submitted to the Governor by the APPSU team demanding immediate repeal of both AFSPA and APUAA. In regard to the AFSPA, while citing the Section 4(a) of the Act which states that on suspicion a non commissioned officer has the power to shoot anyone, AAPSU in its memorandum to the Governor claimed that many resort to join the ultra groups just to get revenge on the army personnel who misuses the AFSPA as ‘killing tool’ and for committing atrocities. It added that the people resort to join the ultra groups because under Section 6 of the Act the army personnel have legal immunity for any action undertaken by them under AFSPA.

AAPSU has also demanded institution of fact finding committee over AFSPA related violence, and rehabilitation and relief of AFSPA victims. While citing the 2007 incident where one local youth Tana Paul was shot dead by army at Gumto and also other atrocity claims over the state, the union said that no victim of AFSPA has got justice for the atrocities and that the central government is sowing seeds of hatred among the people of Arunachal Pradesh by implementing the draconian Act.

Furthermore, AAPSU while condemning and demanding immediate repeal of the APUAA passed by the state legislative assembly on 2014 stated that the Act is an ‘anti people act’ and is directly contradicting the IPC, Cr. PC, and the constitution of India.  AAPSU general secretary Biru Nasi said that the APUAA is not only against the unions and alike but is also against every citizen of the state. Also citing the provisions of detention for 5 days without informing the judiciary under the APUAA, Nasi claimed that many would be sacrificed in the long run if the state governments don’t repeal the Act.

Meanwhile, the Peoples’ Party of Arunachal (PPA) also today staged a protest rally against the extension of Armed Force Special Power Act (AFSPA) in 12 districts of the state bordering Assam and submitted a memorandum to the Governor for immediately repealing the Act. The rally started here from I G Park tennis court and culminated at Rajiv Gandh Bhawan which was attended PPA president Khafa Bengia, PPA chairman Kamen Ringu, and its several party workers and office bearers.

PPA stated that ‘AFSPA is draconian in character and its unilateral imposition in the state will further create fear and panic, finally leading to misunderstanding between the military personnel and innocent pubic’.

PPA chairman Kamen Ringu said, “We are very peace loving people and we don’t want to make a confrontation with the Indian Army. It is not the demand of the people. The (centre) has deliberately imposed it (AFSPA) and so PPA opposes it”. Ringu added that the paramilitary, police, and civilians are enough to counter any insurgent threat by working together.

He while citing the financial crisis in the state said, “Instead of imposing the central law in the state, presidential rule should have been a fit case to be imposed in the state” if the centre wants to improve the condition of the state.

Ringu has appealed the state government to resist the draconian law and also to the public to support PPA in their movement to repeal the act.

 

At Pasighat: The rant against controversial draconian law Arm forces Special power act (AFSPA) 1958 extended to 12 district of the state today reached the street of Pasighat with a massive sit in protest organised by conglomeration of different organizations under the aegis of  Adi Students’ Union (AdiSu). The rally was held in front of the Deputy Commissioner Office premises. The protest was ably supported by Adi Bane Kebang, Women Wing East Siang Unit, All East Siang District Students’ union and All Bogong Students’ union.

The protest coincided with the visit of Union Minister of State for Home Kiren Rijiju at Pasighat who is alleged to be one of the main proponents of the draconian law. The agitators shouted slogans and displayed placards against the imposition of the law.

Speaking on the occasion, AdiSU President Mida Pertin termed the act as unacceptable and beyond the understanding of the masses when no home grown ultras are there in the Adi belt. It is a deliberate attempt by the central government to provoke and agitate the minds of peace loving people of the Siang belt.

He further called for immediate recall of the notification lest the union shall be compelled to launch more rigorous movement in the days to come. He also said the act has completely dwarfed the all important issue of financial mismanagement by the state government and call for immediate intervention by the central government.

Taking part in the deliberation, Yalem Burang, President ABK (WW) East Siang unit said the imposition of the law giving full immunity against legal bearing to the armed forces is akin to giving them license for anything they want to do and feared for future consequences if any incident happens due to its implementation. Advocate Makyar Lego highlighted the legal angles of the act and drew comparison to the iron lady of Manipur Irom Sharmila who is fasting unto death for last 14 years demanding for the repeal of the act that such a situation should not come up in the state.

Former spokesperson of AAPSU, Tobom Dai while hitting out hard at the union government said such a law is unjustified and negates the very spirit of freedom given to the citizens of the country under its constitution. Taking a dig at MoS Home, he said, upshot of a collective conscious vote and hope of the masses, Rijiju is jeopardizing the future of the state by being privy to such a dreaded law and question.

Later a delegation of the union met with MoS Home at Siang guest house, Pasighat and submitted a memorandum for immediate scrapping of the act within 15 days to which Rijiju answered in affirmative and told the delegation he has already started the process.

 

 

Three tigers spotted at Namdapha

ITANAGAR, Apr 16: Three tigers have been spotted at Namdapha Tiger Reserve during a recent tiger estimation and monitoring expedition using camera trapping exercise between March 2 and April 14.  

Led by the officials of Namdapha Tiger Reserve Management Authorithy, 20 cameras were fixed at different locations covering an area of about 44 Sq. Km in which three adult tigers have been captured in cameras along with hundreds of leopards, clouded leopards, wild dogs, Asiatic golden cat, according to CF & Field Director, Namdapha Tiger Reserve, Miao.

Besides, ample numbers of scats were collected which have been sent to WII for analysis, giving more hope about presence of tigers.

Namdapha Tiger Reserve was long in the limelight for negative reasons as there was no concrete evidence of tiger presence since most of the tigers were reportedly eliminated during 90’s.

Camera trapping exercise carried out during 2012-13 by the Namdapha Tiger Reserve Management Authority in collaboration with Aaranyak managed to capture one adult tiger from core area and subsequent result of scats DNA analysis established presence of tiger. During 2013-14, tiger estimation carried out by officials of Namdapha Tiger Reserve management and Wildlife Institute of India (WII) captured one tiger in their camera along with many co-predators and preys. Subsequently, 29 numbers of Scats were sent to WII for DNA analysis and found presence of two more tigers.

The Namdapha Tiger Reserve is being strengthened with intensive and extensive patrolling and monitoring activities to protect the wild life, said Dusu Shra, IFS, CF & Field Director. In a programme at Deban after the successful sighting of tigers, he congratulated all the field officers and staff of the tiger estimation and monitoring team, Nodal Officer Tajum Yomcha, Research Officer, as well as team leader Parimal Chandra Ray, Field Biologist.

 

 

18 years of darkness ends as Dambuk lights up

DAMBUK, Apr 16: The eighteen long years of darkness in Dambuk (an ADC Headquarter of Lower Dibang Valley District) comes to an end, with the dedication of 2x1 MVA, 33/11 KV Line Power Sub-Station by Home and Power Minister Tanga Byaling in presence of Parliamentary Secretary WRD Gum Tayeng in a small but impressive ceremony held today.  

As the Minister illuminated a CFL bulb mounted from a temporary board before unveiling the dedication stone plate, a roaring applause erupted from the public gathered to witness the special occasion. The 33/11 KV line is drawn from Mebo in East Siang 45 kilometers away from Dambuk town. The Power Station was sanctioned under NLCPR in 2010-11 with an amount of 652.83 lakhs and completed in 30th December 2014.  

Dedicating the Power Sub-Station, Byaling urged the people to judiciously use the power and generously pay revenue. The Home and Power Minister also outlined the responsibility of citizens in maintaining the power station without much depending on the department. On Pre-Paid Electric Meter, he said that PEM creates awareness among people in saving energy. He resented that despite the government endeavour to curb power and revenue leakage with the installation of PEM, some section of people is opposing it.

Extolling Adi community for being hardworking and peace loving, the Home Minister informed that Tuki led government is giving top priority to agriculture and horticulture sectors in its Vision Arunachal 2030 so that Arunachal becomes self-reliant state.  “Adi people are known to be as most skillful and peaceful community in Arunachal Pradesh”, the minister added. Byaling also inspected the Dambuk Police Station later.

Expressing happiness that power sub-station has been completed even before the second installment of the fund being released, the Minister directed the Superintendent Engineer of Power to seek release of remaining installment fund from the Planning Department.

Responding to a representation submitted by local MLA Gum Tayeng, Byaling gave assurance to establish a Fire Station at Dambuk and assured to look into the matter of Paglam and Parbuk. He also said that he would discuss with the Director General of Police for upgrading of Dambuk Police Station and posting of SDPO.

Expressing concern over the long porous boundary with Assam and frequent disturbances created by unwanted elements, Parliamentary Secretary WRD Gum Tayeng sought the Home Minister for establishment of an IRBn Headquarter at Anpum or Paglam. She also pleaded for establishment of a Police out-post at Kabang under Parbuk circle.

The adjacent villages like Kapang, Yapgo, Tapat, Remi, Poblung, Sirang and Bomjir will be connected by this new power station and a population of more than four thousand populations is likely to benefit.

Earlier, the people were living with only two hours of electricity out of 24 hours from 100KW DG set run by the power department after Sisiri Hydel went defunct in 1995. However, the department was unable run properly due to fund constraint but later local MLA Gum Tayeng bore the fuel expenses to run the DG set. The Hydro Power Parliamentary Secretary Phurpa Tsering during his visit to Dambuk in Novemeber 2014 had also assured to establish the Hydel at Sissar River. It is said that the department has already conducted a survey on the feasible site.

DC Lower Dibang Valley District, SP and ADC Dambuk and PRI leaders were among others attended the programme.  Colourful cultural programmes were displayed by the women groups during the occasion.

 

 

Arunachal - Myanmar discuss border relations

ITANAGAR, Apr 16: The visiting Indian Ambassador to Myanmar, Gautam Mukhopadhyay called on Chief Minister Nabam Tuki at his offices here this evening for an informal but exhaustive discussion with regard to possibilities and challenges in border relations with Myanmar, particularly in the fields of trade and tourism.

Tuki while welcoming the visit of the Ambassador expressed hope that the much needed border trade with Myanmar will receive a boost from it. He requested the Ambassador to take up the issue both with the Myanmar Government and the Union Ministry of External Affairs so that the feeble trade relation with the neighbouring country is strengthened for the benefit of the people living along the border districts of Tirap, Changlang and Longding.

Tuki asserted that security concerns of the government shouldn’t hamper a healthy trade relationship with Myanmar, particularly along the historic Stilwell Road.

“While not compromising with security and other diplomatic issues, we can always bolster our relationship with Myanmar, which in fact is already there since ages, particularly in the fields of trade and tourism,” he pointed.

Mukhopadhyay while elaborating the plans and programmes of the Union Government said that he has got lot of in-depth insights and interventions from his visit and would convey the same with his ministry. He expressed optimism that border trade along the state’s border with Myanmar would come up in right earnest for the benefit of the people living on both sides of the international border.  The discussion was attended by Speaker Nabam Rebia, Home Minister Tanga Byaling, Minister for Social Justice Empowerment, Parliamentary Affairs and Department of DoTCL Wangling Lowangdong and Minister for Civil Aviation Thangwang Wangham, both representatives from the districts that share international borders with Myanmar.

Also present in the meeting were the Chief Secretary, Principal Secretary Home, Commissioner to CM, Commissioner Trade and Commerce, Planning Secretary, State Protocol Officer and officers from Trade and Commerce department.

Lowangdong and Wangham also presented their views during the discussion.

Earlier, Changlang Deputy Commissioner Chanchal Yadav gave a power-point presentation highlighting the constraints and possibilities in enabling a gainful interchange of trade and commerce activities in the border districts.

Meanwhile, the Indian Ambassador to Myanmar Gautam Mukhopadhya visited Ziro on 15th April as a part of his Arunachal Pradesh tour to explore potentials for cultural economic ties between the two countries. He visited the villages around the plateau and interacted with the gaan buras and the PRI members. He also visited homestays run by Hibu Tatu and Punyo Chada, reports DIPRO.

 

 

Centre committed to boost NE’s textile industry: Gangwar

PASIGHAT, Apr 16: Union Minister of State for Textile (Independent charge), Santosh Kumar Gangwar today said the Centre was giving special attention for industrial development of the North Eastern states. He said that Prime Minister Narendra Modi has instructed the union ministers for touring in NE states in order to study the key issues and problems being faced by the region.

Laying foundation stone of ‘Incubation Centre in Apparel and Garment manufacturing at Pasighat’, Ganwar said that his government was committed to boost textile industries in Northeastern (NE) region through setting up of apparel and garment manufacturing Centres in each of the eight states.

Ganwar informed that the Centre has earmarked Rs 427 crore for development of textile industries in the region. The ministry has approved an estimated cost of Rs 18.92 crore for setting up the Incubation Centre having three production units at Pasighat, which would generate employment of around 1500 persons, he further said. The manufacturing centre (with three production units) aims at promotion of entrepreneurship in the region with creating employment avenues through skilled workforce.

‘My ministry is ready to grant financial sanction upto Rs 40 crore to growing entrepreneurs, who will come forward with project for skill based manufacturing industry. The ministry also already approved 20 cluster textile projects and also putting special attention for development of sericulture industry in NE region’,  Ganwar said.

Earlier, local MLA Kaling Moyong sought cooperation from all sections of people for successful implementation of the ambitious projects.

Addressing the gathering on the occasion, Union Minister of State for Home Kiren Rijju stressed on the need of well-defined state-centre developmental efforts. He appealed the elected leaders of the state to change developmental attitude, give up party sentiments and become committed for overall development of the society and the nation as well.

Education and Textile Minister Tapang Taloh informed that the state government has set up 13 sale centres besides opening of 5 show rooms of handloom and textile products in the state. He informed that 12 cluster projects of textile have been sanctioned during last year.

The project at Pasighat is being implemented by National Building Construction Corporation (NBCC) Ltd. The scheduled period for completion of the construction works is four months. An area of 1.54 acre has been donated for the industry.

Among others, East Arunachal MP, Ninong Ering, Secretary of Union Textile Ministry, SK Panda, Nari-Koyu MLA Kento Rina, Commissioner of Textile, Bilatee Pertin, NBCC General Manager Captain (Rtd) S. Sharan and Panchayat and Municipal leaders also attended the programme.

 

 

Implementation of AFSPA is politically motivated: Sanjoy

ITANAGAR, Apr 16: Senior Congress leader and former MP Takam Sanjoy today strongly protested against the implementation of the Armed Forces (Special Powers) Act, 1958 (AFSPA) in the state. He said the Centre’s decision for implementation of AFSPA in Arunachal Pradesh is politically motivated.

Talking to reporters here at Arunachal Press Club, the former MP said, “Arunachal Pradesh, one of the most peaceful states in Northeast, which is also know as the oasis of the peace is more sensitive than Jammu & Kashmir.  The implementation of this Act will hamper the peace loving people of the state.

He added that there has been no report of indigenous people forming any militant group and decision of the NDA government to implement this draconian law is going to secured another blunder like that of Chinese aggression of 1962”.

Saying political dialogue is the best way to control such issue, Sanjoy said if the Act is forcefully imposed and if it is not stopped in the state than the situation would one day encourage the youths to take arms.

On Union Minister of State for Home Affairs Kiren Rijiju’s statement on discussing the issue with Home Minister Tanga Byaling, the former MP said that the issue is very serious which needs not to be discussed over telephone, rather it should be tabled with the state government and discussed before taking any decision.

He also asked the Centre to implement the Act in the Indo-China border where there is report of incursions instead of extending it in the border districts of Assam-Arunachal boundary.

Asking the legislators to not to use Congress as a mere platform, the Sanjoy appealed them to work in a united way with cohesive manner for the development of the state.

Sanjoy also condemned the manifesto of the BJP where it has termed the people of Northeast as immigrants.

“The BJP has done a great mistake by terming our people as immigrants. They had betrayed the people of the Northeast through their manifesto”, he said.

On former minister Kaliko Pul’s expulsion, he termed that proper justification was given and rightful decision was taken by the party by sacking the Hayuliang MLA for a period of six years from the party.

“Whenever the MLA is not in ministerial berth, he is more like an opposition member. Such steps will not be tolerated by the Congress party and such law has to be implemented upon all whoever indulges in anti party activities”, he said.

 

 

CM lays foundation stone of Govt. Engineering College

ITANAGAR, Apr 16: Chief Minister Nabam Tuki yesterday laid the foundation stone of first Govt. Engineering College at Toru under Papum Pare district.

The Chief Minister Nabam Tuki while addressing the gathering said that it is the fruit of constant persuasions from the state Govt to set up an engineering college of its own in the state as due to non existence of higher technical college every year thousands of students moves out to other states for seeking higher technical education and many could not pursue due to financial constraints. But with the coming up of Govt Engineering college wish of many students will be fulfilled to study in their own state, he added.

Emphasizing on maintaining design and concepts as per the geographical needs of the area Tuki said that it should be a model college and it should be an epitome of centre of excellence learning for technical education.

Education Minister Tapang Taloh congratulated the people and expressed his immense happiness over coming up of first Govt Engineering College at Toru and said it was a dream come true project  to facilitates the higher technical education in our own state. Lauding the people of Toru circle and land donors for their support and co-operation, he appealed them to always co-operate the executing authority for successful execution of works so that all works can be completed in stipulated time, while saying so he also asked the executing agency to strictly adhere to quality of work and design. He informed that college is set up under the Govt of India project called RUSA –Rashtriya Uchchtar Shiksa Abhiyaan to promote higher technical education in remote areas.

MLA demands arrest of persons involved in ferry destruction

ITANAGAR, Apr 16: Tali MLA Markio Tado today demanded arrest of the persons who were allegedly involved in the recent destruction of a ferry at the right bank of Kumey River in between Kuwa village to Tali which is the sole means of transportation.  

He informed that officer in-charge, Police Station Sangram, Kurung Kumey district has been requested to register a case against the accused persons and initiate proper investigation for punishment to them.

In a FIR lodged with Sangram police station, it was also said that the accused persons who have allegedly destroyed the ferry on the midnight of April 7 last were well equipped with illegal arms and ammunitions at the time of committing the crime.

Tali is the most backward constituency and till today it has not been connected with road and air connectivity, Tado said while addressing the media persons at Press Club today. He further said “whatever possible development that has been taken up is destroyed by those anti-development persons.”

In 2014 election, the ferry, only means of transportation was destroyed to disrupt development with ill intentions due to which the only bridge which is under construction was not completed, claimed MLA Tado.

The Ferry was constructed for transportation of heavy machineries for immediate construction of Bailey Suspension Bridge of Kamla (Kumey) river under Yangte-Tali road (RIDF-XVII) and for formation cutting of sanctioned schemes - road from Langyar Hogu to Tali ADC Hq. under RIDF-XIX specially from left bank of Kumey river to Tali ADC headquarter for early connectivity to Tali by 2016, the MLA said.

The MLA appealed to all sections of the society, student organizations, NGOs, intellectual, panchayat leaders and general public of Tali and Pip-Sorang areas to strongly condemn such anti-development and anti-social activities by damaging government and public properties.

 

 

Protest rally in Bomdila, Aalo

ITANAGAR, Apr 16: A protest rally by the INC party was held at Bomdila against the Land Ordinance bill brought by the BJP government, implementation of AFSPA in 12 districts of Arunachal, and to protest against the racial remarks made on AICC president Sonia Gandhi by Union Minister Giriraj Singh.

The rally saw the attendance of Tenzin Norbu Thongdok, Deputy Speaker, GoAP, Kumsi Sidisow, Parliamentary Secretary PHED, Byabang Nukh, General Secretary APCC, Tsewang Norbu, DCC President among others.

Tenzin Norbu Thongdok condemned the implementation of AFSPA in Arunachal Pradesh and demanded the Centre to withdraw it as soon as possible. He also called the land ordinance of the BJP government corporate friendly and while adding that it will yield no benefits for the farmers and poor land owners.

He further decried the centres decision to delinking the centrally sponsored scheme, and said that the funding pattern of 90:10 should continue.

Tsewang Norbu, while condemning the racial remarks on Sonia Gandhi by Giriraj Singh, asked how people like Singh is allowed to retain a ministerial berth.

Kumsi Sidisow, while dismissing allegation of weak governance, assured the gathering that everything was under control and rumours were being spread by the oppositions to destabilise the government.

Meanwhile, the West Siang District Congress Committee (DCC) has organized a massive protest rally yesterday at Aalo Club against Land Acquisition Bill of BJP Govt and BJP’s election manifesto during last Delhi Assembly election where people from the North East were mentioned as illegal immigrants. The rally was taken out from Aalo Club to New Market and back to Aalo Club.

PWD Minister Gojen Gadi, party MLA from Liromoba constituency Nyamar Karbak, DCC president Gedo kato, ZPC West Siang Yaman Bagra, ZPM, Block President, PRI members, PCC Secretary Gojum Basar, APCSD spokesperson Geli Ete  and all the office bearers of DCC and other frontal organizations of the Congress took part in the rally.

 

 

Longte celebration ends

ITANAGAR, Apr 16: The 10 days Longte Festival of Nyishis concluded today with traditional pomp and gaiety.  The mega event was unveiled on 6th April by Minister of State for Home Affairs, Kiren Rijiju. The festival included traditional cultural competition, traditional fashion show competition, games and sports activities. In fashion show competition, Riya Atli was crowned as Miss Longte 2015, while Nangram Amang and Sangha Nani were declared as the first and 2nd runners up.

In games and sports competition Parsi-Parlo team became the overall champion while upper Koloriang was in 2nd position. Many well known artists including Amit Paul, 1st runners up of Indian Idol, Jelly Kayi, Tagru Taha, Nido Runu and others enthralled the audience during the celebration of the mega festival. Attending the festival Thangwang Wangham Minister Civil Aviation, S&T, Research, Supply & Transport called for preservation of age old traditional rich cultural heritage through celebration. The Minister also advised the people of Kurung-Kumey District to extend their whole hearted support and cooperation with the District Administration and implementing Agencies in proper implementation of various Central and State sponsored schemes. Calling upon the youths of the District to avail the benefits of job oriented schemes initiated by the State Govt, like skill developments under BADP, the Minister said that there is no substitute for hard work to excel in life. While responding to a request made by Pani Taram, local MLA, Minister, asserted that the ground work of proposed Advance Landing Ground (ALG) at Koloriang would be started very soon and asked Kurung-Kumey District Administration to expedite the process of Land acquisition as soon as the approval is accorded by the competent authority.

Gabriel D. Wangsu, Chairman, State Council for Science & Technology, who also joined the celebration emphasized on the need for 100% percent electrification of border villages and assured to extend his whole hearted support for developing Mini Micro Hydel Projects in Kurung-Kumey District. The Journalist turned politician advised the people of Kurung-Kumey District to harness the favorable potential of Agri and allied activities in the region and added that, the need of the hour is Sustainable Development. On a lighter note, the first time MLA from 58-Kanubari advised the youths of Kurung-Kumey District to work hard so that K/K stands for “Kam Kadke, Kamake Khao “District. Speaking on the occasion, Pani Taram, the Chief Patron-cum-Local MLA stressed on the need for preservation, promotion and protection of age old cultures through celebration of Longte. He further explained the relevance of Longte by saying that “it is the only festival of tribal people which prohibits any kind of bloodshed by sacrifices of domesticated and wild animals, during and after the celebration of festival at-least for one week. Therefore, propagation and celebration of this aged old festival has become more relevant in the present day context of global warming and ecological imbalances, because it calls for protection of environment and preservation of flora and fauna” he added.

Bengia Tado and Bengia Hashi, Chairman and General Secretary of Central Longte Committee also spoke on the occasion. Puroiks celebrate Gumkum-Gompa

ITANAGAR, Apr 16: The Puriok community celebrated Gumkum-Gompa festival in a befitting and colourful manner from 11th April-15th April at Nyokum Lapang, Seppa in collaboration with East Kameng Social Welfare and Cultural Organization.

The EKSWCO executives were also engaged in the various committees and actively took part in the festival. Various sports and cultural events were organized as part of the celebration.

Sandeep Kumar Singh, IAS Deputy Commissioner, East Kameng district urged the Puroik community to avail the various government sponsored schemes and beneficiaries as much as possible and asked not sell beneficiary items like CGI sheets, cements, others domestic animals. The DC also asked Puroik students to go to school and study at least upto graduation. Education is the facilitator for social change, he said.

Meyok Cheda, District Zilla Chairperson while attending the event on 15 April said Puroiks should also come forward at par with other tribes.

Khya Safar Pao, Chairman EKSWCO cum Chief Patron of the Festival said that as per the EKSWCO resolutions, Puroiks should be given respect and status. They are no bonded labour anymore and appealed the people to give them an independent way of life.

Demo Gyadi, advocated that believers of religion should also participate its own festival like Gomkum Gompa festival while  requesting the Puroik community to avail the govt sponsored schemes as much as possible. John Rawa, Secretary Gomkum-Gompa celebration committee read out the mythology of the festival.

Be careful

The Jammu & Kashmir government has not arrested separatist leader Masrat Alam Bhat who made inflammatory speech during a rally organized by Syed Ali Geelani Hurriyat Conference led by at Hyderpora Srinagar yesterday. His supporters even hoisted Pakistani flag in the same rally. Even though police registered a case against Alam, the state government has not shown any desire to arrest him. This is baffling keeping in mind that state is ruled by combination of PDP and BJP.

In the past BJP had often accused Congress and other parties for being soft towards separatists. Strangely despite their own government being in power now, they are not able to punish people like Masrat Alam who is openly insulting the country by his pro-Pakistan stand. It is widely assumed that PDP does not want to tread the path of previous regimes particularly like that of National Conference led govt. The party says arrests or imposing curfew won’t lead to any solution adding that every issue has a solution within the Constitution. PDP wants to take people of J&K out of chaotic political situation. But the question is at what cost PDP wants to try out this formula? They are putting India’s sovereignty at stake by employing such kind of wrong tactics. By giving free hand to separatist leaders like Alam, PDP-BJP is following a dangerous path.

Give assistance on time

Dear Editor,

Through your daily, I would like to request to the MLA-cum-Chairman, APB&OCWWB and Labour Commissioner-cum-Member Secretary, and District Registering Officer of APB&OCWWB, to disburse welfare benefits timely and quickly.

Our parents, who are registered beneficiary under APB&OCWWB pay monthly contribution fee of twenty rupees as membership without delay. But APB&OCWWB is taking four to five months time to provide benefit to the beneficiary. Medical benefit should be provided immediately without delay after verification of documents.

APB&OCWWB is collecting cess for the welfare of labours of our state. As per my knowledge this labour welfare board is one of the richest welfare boards in India by collecting 1% cess.

J&K, Gujrat, Kerela & Puducherry and Tamil Nadu are providing enough benefits to their registered workers. But in Arunachal Pradesh, APB&OCWWB is not active as other boards. Through this daily, I would like to request the Chief Minister and MLA-cum-Chairman, APB&OCWWB to amend this labor welfare Board, so that our Beneficiaries can get their assistances as quick as other states.

promise to us during election that he will bring other mobile phones services like Vodafone and Airtel in our town since BSNL network was not doing so well.

Flexing muscles against peace loving people

Dear Editor,

When the state is reeling under irreparable financial crisis, there cannot be a better timing by the think tank at Delhi to slap with yet another humiliating blow to the state governance with draconian AFSPA in erstwhile, peaceful state like Arunachal Pradesh. The current scenario fits with famous English saying, that "when sorrows come, they never come alone, they come in battalions".  

Why not! Anyone would spit, shoo at a stray dog. The centre has taken us for granted; know our inability, low esteem, and cowardice. They think that, it is better to befriend a smart enemy than a useless friend. The centre is some kind of tying bait. Don't know why. Is it because our state is not under their direct control, or is it really terrorism.

True, terrorism is eating up our country, draining wealth, but why our state. For God's sake, why MHA is flexing their arms on such a peace loving people?

This shows that MHA has lost all its minds and accountability and they are trying to outlive their presence.

For example, take the state of Maharashtra, west Bengal, and Tamil Nadu. These state are safe haven and hideouts for international terrorist, Naxalites since time immemorial, yet these states escapes all sceptical and dreaded AFSPA. Why?  Because these states have their presence made at Parliament and MHA cannot ignore it.

MHA has got its entire checklist wrong this time and whosoever have recommended it; he should be called for an open debate with the people of Arunachal Pradesh. I mean one cannot compare Arunachal Pradesh with states like J&K. It's an open war out there and MHA should get this into their head. It's for sure we have financial crisis, political instability, but that doesn't mean that we cannot overcome all these crises. It might take time, but we can do it for sure. Delhi has announced so many packages, schemes, lured foreign investors to the state. But imagine how all these investment will be possible when we get branded as terrorist infested state.

It's time we unite together and make our voices grow louder against this infamous law and unwanted treatment. And I appeal to all elected representatives to overcome their differences and fight together for a better cause atleast for once.

I say repeal AFSPA

Dear Editor,

Power itself is special; and that too the power of military men, of men-in-arms. It is already tempting on the part of men of weaker

constitution to corrupt it, to misuse it. As early as 19th century the thoughtful British historian Lord Acton said, "Power tends to corrupt, and absolute power corrupts absolutely".

And now you are adding "special powers" to a power which is already so powerful, so tempting.

Freedom of speech itself is a freedom. One is bound to wonder what's

the need of a "special freedom of speech"; people have been often misusing and misbehaving even with the simple  freedom of speech since its inception in political, religious or individual affairs and

creating all sorts of unnecessary nonsense. And now you are adding "special freedom of speech". Are you mad? Does it really make any sense? Is that going to make our society a better place to live in?

Not a bit.

Unlike other sister states, the people of Arunachal had been the most patriotic and nation loving of all. No Naga, no Mizo have been as open and assimilative of Indian culture, her beliefs and practices as an

Arunachali does. No Tamil, no Malayali knows Hindi as much as an

Arunachali loves.

The recent shameful incident of molestation of three Arunachali women near Itanagar by members of army personnel is an ominous fact of what might be the beginning of such feeling of oneness, and instead the

birth of contempt for the Indian state.

I'm not a scholar nor an erudite intellectual going to give laborious details of what necessary changes the Govt of India must bring into the provisions of the Armed forces special powers act, which is so obvious.

But I say as a common citizen that the AFSPA is a draconian law, I say as an ordinary human being that the AFSPA is a colonial

law, that it is a gross violation of Human rights; we used to believe

ourselves as members of the great Indian nationhood, repeal AFSPA, as an Indian I say.

Release old age pension

The old age pension really means a lot to them and it would be a tremendous fault on our behalf, if we take the smile from their faces. An eye sore

Dear Editor,

No doubt in Tuesday's IPL match Rajasthan Royals got the better of Mumbai Indians in a fiercely fought battle. But it was a bit of an eye sore to watch both the teams dressed in blue jersey. I guess the teams would have got inspired by the Indian team's blue jersey but I think in future, organisers could have different colours for different teams keeping in mind the television viewers.
