Mishra at his office chamber and submitted a representation demanding early release of stipend to the students studying both inside and outside the state. The AAPSU team urged the secretary to take the stipend problem with utmost priority as the delay in disbursing the stipend to the students especially outside the state are confronting immense problem, opined AAPSU Spokesperson Tanya Agu. APWWS condemns Tarasso incident
ITANAGAR, Apr 16: The Arunachal Pradesh Women’s Welfare Society (APWWS) while condemning the Tarasso incident in which 12 personnel of Indian Army allegedly molested three women on April 6 questioned the social consequences due to presence of military in the state as well the human rights violations meted out to the citizens of the state.
The Society further expressed the apprehension that state would witness such similar instances in future as well in the name of curbing out militancy.
It further urged the state government for more effective governance in order to deal with anti social elements in the state.
Since security is state subject, the govt should equip the state police with all facilities in order to meet any eventualities, said Gumri Ringu, the President of APWWS in a statement.
On extension of Armed Forces Special Powers Act in 12 districts, the Society has reiterated its stand and asked the centre to repeal the act.
While citing examples of Tirap, Changlang and Londging, the Society questioned why it is always the women and children who are caught in between the military and the militant activities. Meanwhile, the APPSU also strongly opposed the imposition of Armed Forces Special Powers' Act (AFSPA) in the peaceful state.
Pointing out the Tarasso situation and outraging the modesty of women, the Union further said that Union MoS for Home will be held responsible if any untoward incident occurs in the area.
Further, the All Papum Poma Students’ Union (APPSU) has strongly condemned the misbehaviour and molestation of women in Tarasso circle under Papum Pare district allegedly by 12 numbers of unidentified Indian Army personnel recently. The Union urged the state Govt to take appropriate action immediately for the safety of common people of Tarasso and other border areas. Referring to the FIR that has been filed at P S Balijan, the Union also requested the Balijan ADC to take necessary action in order to prevent recurrence of such inhuman act.
Women’s savings Day celebrated at Tezu
TEZU, Apr 16: Along with the rest of the country, Lohit district celebrated the Women’s Savings Day at Changliang village under Tezu Sardar yesterday. The celebration programme organized by the Department of Small Savings was attended by villagers, MPKBY agents, Postal officials, PRI members and members from various women organization.
Speaking on the occasion, N K Bandhopadhay, Treasury Officer, has cautioned the gathering against the unscrupulous and bogus financial companies and chit funds. Savings are essentially a prerogative for speedy economic development of the state, he said and stressed the need for a practical approach towards bringing every section of the society into savings net.
Highlighting the role of the Mahila Pradhan Kshetriya Bachat Yojana (MPKBY) agents, he further urged upon housewives to participate in mobilization of household savings, as the women are the agents of change.

Regulatory commission to guide private universities: Taloh
ITANAGAR, Apr 16: Education Minister Tapang Taloh informed that a regulatory commission is being formed to guide and assist private universities in the state. He said this on Tuesday during a meeting at the conference hall of the state council for technical education to discuss establishment and functioning of private universities in Arunachal Pradesh. Other than reviewing the current status of such universities, the meeting discussed the amendments to be made to the Private Universities Act in order to plug the loopholes.
The minister asked the university authorities to initiate the process of acquiring land for establishing permanent campuses, saying the universities “would in no way be allowed to function from rented rooms.” The GoAP has allowed private universities into the state with the hope that they will provide quality higher education, he said. “The people of the state have high expectations from the private universities. The universities should therefore prove themselves in the field of education,” Taloh said.

People resolve to cooperate in road construction
ITANAGAR, Apr 16: The people including senior citizens of Ward no 26 in a general meeting held under the chairmanship of ward Councillor Gangte Togung at Govt. Middle School, ‘G’ sector, Naharlagun yesterday unanimously resolved to cooperate with the contractor during the cement concrete pavement (CCP) road and drainage construction.
It was further decided in the meeting that minimum width of CCP road and drainage construction will be 8mtrs and any structures which falls within the 8 meters width of the road side will be evicted. The house also constituted a committee for looking into the proper construction of road and the Ward Committee members of 26 Ward would supervise the committee constituted for the road construction.
During the meetings the residents also agreed to contribute Rs 50 as civic charge for maintenance of Tata Ace vehicle provided by Itanagar Municipal Council (IMC), Naharlagun, according to a release.
APPDSU reiterates demand, threatens stir
ITANAGAR, Apr 16: Reiterating its demand for immediate dropping of Education Minister Tapang Taloh from the State Cabinet for his alleged involvement in the ten percent commission fixation scandal in the education department, the All Papum Pare District Students’ Union (APPDSU) today sought for Chief Minister’s personal intervention into the matter.
The Union has been demanding for handing over of the 10% commission fixation case of Education Department to SIT for impartial inquiry, arrest of all the remaining accused involved in the case and stopping of 10% commission system in the state besides dropping of Tapang Taloh from the cabinet.
In its representation addressed to the CM, the Union, while referring to various points in support of its demand, strongly urged upon the CM to intervene failing which it threatened to intensify its agitation.

ITANAGAR, Apr 16: Voicing out against the extension of the Armed Force Special Power Act (AFSPA) in 12 districts of the state bordering Assam and implementation of Arunachal Pradesh Unlawful Activities (Prevention) Act (APUAA), hundreds of students from Rajiv Gandhi University, North Eastern Regional Institute of Science and Technology, various colleges, and community based organizations on Wednesday staged a protest rally here from Akashdeep to Raj Bhawan under the banner of All Arunachal Pradesh Students’ Union (AAPSU).

AAPSU has also demanded institution of fact finding committee over AFSPA related violence, and rehabilitation and relief of AFSPA victims. While citing the 2007 incident where one local youth Tana Paul was shot dead by army at Gumto and also other atrocity claims over the state, the union said that no victim of AFSPA has got justice for the atrocities and that the central government is sowing seeds of hatred among the people of Arunachal Pradesh by implementing the draconian Act.
Furthermore, AAPSU while condemning and demanding immediate repeal of the APUAA passed by the state legislative assembly on 2014 stated that the Act is an ‘anti people act’ and is directly contradicting the IPC, Cr. PC, and the constitution of India. AAPSU general secretary Biru Nasi said that the APUAA is not only against the unions and alike but is also against every citizen of the state. Also citing the provisions of detention for 5 days without informing the judiciary under the APUAA, Nasi claimed that many would be sacrificed in the long run if the state governments don’t repeal the Act.
Meanwhile, the Peoples’ Party of Arunachal (PPA) also today staged a protest rally against the extension of Armed Force Special Power Act (AFSPA) in 12 districts of the state bordering Assam and submitted a memorandum to the Governor for immediately repealing the Act. The rally started here from I G Park tennis court and culminated at Rajiv Gandh Bhawan which was attended PPA president Khafa Bengia, PPA chairman Kamen Ringu, and its several party workers and office bearers.
PPA stated that ‘AFSPA is draconian in character and its unilateral imposition in the state will further create fear and panic, finally leading to misunderstanding between the military personnel and innocent pubic’.
PPA chairman Kamen Ringu said, “We are very peace loving people and we don’t want to make a confrontation with the Indian Army. It is not the demand of the people. The (centre) has deliberately imposed it (AFSPA) and so PPA opposes it”. Ringu added that the paramilitary, police, and civilians are enough to counter any insurgent threat by working together.
He while citing the financial crisis in the state said, “Instead of imposing the central law in the state, presidential rule should have been a fit case to be imposed in the state” if the centre wants to improve the condition of the state.
Ringu has appealed the state government to resist the draconian law and also to the public to support PPA in their movement to repeal the act.
At Pasighat: The rant against controversial draconian law Arm forces Special power act (AFSPA) 1958 extended to 12 district of the state today reached the street of Pasighat with a massive sit in protest organised by conglomeration of different organizations under the aegis of Adi Students’ Union (AdiSu). The rally was held in front of the Deputy Commissioner Office premises. The protest was ably supported by Adi Bane Kebang, Women Wing East Siang Unit, All East Siang District Students’ union and All Bogong Students’ union.
The protest coincided with the visit of Union Minister of State for Home Kiren Rijiju at Pasighat who is alleged to be one of the main proponents of the draconian law. The agitators shouted slogans and displayed placards against the imposition of the law.
Speaking on the occasion, AdiSU President Mida Pertin termed the act as unacceptable and beyond the understanding of the masses when no home grown ultras are there in the Adi belt. It is a deliberate attempt by the central government to provoke and agitate the minds of peace loving people of the Siang belt.
He further called for immediate recall of the notification lest the union shall be compelled to launch more rigorous movement in the days to come. He also said the act has completely dwarfed the all important issue of financial mismanagement by the state government and call for immediate intervention by the central government.
Taking part in the deliberation, Yalem Burang, President ABK (WW) East Siang unit said the imposition of the law giving full immunity against legal bearing to the armed forces is akin to giving them license for anything they want to do and feared for future consequences if any incident happens due to its implementation. Advocate Makyar Lego highlighted the legal angles of the act and drew comparison to the iron lady of Manipur Irom Sharmila who is fasting unto death for last 14 years demanding for the repeal of the act that such a situation should not come up in the state.
Former spokesperson of AAPSU, Tobom Dai while hitting out hard at the union government said such a law is unjustified and negates the very spirit of freedom given to the citizens of the country under its constitution. Taking a dig at MoS Home, he said, upshot of a collective conscious vote and hope of the masses, Rijiju is jeopardizing the future of the state by being privy to such a dreaded law and question.
Later a delegation of the union met with MoS Home at Siang guest house, Pasighat and submitted a memorandum for immediate scrapping of the act within 15 days to which Rijiju answered in affirmative and told the delegation he has already started the process.
Three tigers spotted at Namdapha
ITANAGAR, Apr 16: Three tigers have been spotted at Namdapha Tiger Reserve during a recent tiger estimation and monitoring expedition using camera trapping exercise between March 2 and April 14.
Led by the officials of Namdapha Tiger Reserve Management Authorithy, 20 cameras were fixed at different locations covering an area of about 44 Sq. Km in which three adult tigers have been captured in cameras along with hundreds of leopards, clouded leopards, wild dogs, Asiatic golden cat, according to CF & Field Director, Namdapha Tiger Reserve, Miao.
Besides, ample numbers of scats were collected which have been sent to WII for analysis, giving more hope about presence of tigers.
Namdapha Tiger Reserve was long in the limelight for negative reasons as there was no concrete evidence of tiger presence since most of the tigers were reportedly eliminated during 90’s.

ITANAGAR, Apr 16: The visiting Indian Ambassador to Myanmar, Gautam Mukhopadhyay called on Chief Minister Nabam Tuki at his offices here this evening for an informal but exhaustive discussion with regard to possibilities and challenges in border relations with Myanmar, particularly in the fields of trade and tourism.
Tuki while welcoming the visit of the Ambassador expressed hope that the much needed border trade with Myanmar will receive a boost from it. He requested the Ambassador to take up the issue both with the Myanmar Government and the Union Ministry of External Affairs so that the feeble trade relation with the neighbouring country is strengthened for the benefit of the people living along the border districts of Tirap, Changlang and Longding.

Centre committed to boost NE’s textile industry: Gangwar

PASIGHAT, Apr 16: Union Minister of State for Textile (Independent charge), Santosh Kumar Gangwar today said the Centre was giving special attention for industrial development of the North Eastern states. He said that Prime Minister Narendra Modi has instructed the union ministers for touring in NE states in order to study the key issues and problems being faced by the region.
Laying foundation stone of ‘Incubation Centre in Apparel and Garment manufacturing at Pasighat’, Ganwar said that his government was committed to boost textile industries in Northeastern (NE) region through setting up of apparel and garment manufacturing Centres in each of the eight states.
Ganwar informed that the Centre has earmarked Rs 427 crore for development of textile industries in the region. The ministry has approved an estimated cost of Rs 18.92 crore for setting up the Incubation Centre having three production units at Pasighat, which would generate employment of around 1500 persons, he further said. The manufacturing centre (with three production units) aims at promotion of entrepreneurship in the region with creating employment avenues through skilled workforce.
‘My ministry is ready to grant financial sanction upto Rs 40 crore to growing entrepreneurs, who will come forward with project for skill based manufacturing industry. The ministry also already approved 20 cluster textile projects and also putting special attention for development of sericulture industry in NE region’, Ganwar said.
Earlier, local MLA Kaling Moyong sought cooperation from all sections of people for successful implementation of the ambitious projects.

Implementation of AFSPA is politically motivated: Sanjoy
ITANAGAR, Apr 16: Senior Congress leader and former MP Takam Sanjoy today strongly protested against the implementation of the Armed Forces (Special Powers) Act, 1958 (AFSPA) in the state. He said the Centre’s decision for implementation of AFSPA in Arunachal Pradesh is politically motivated.
Talking to reporters here at Arunachal Press Club, the former MP said, “Arunachal Pradesh, one of the most peaceful states in Northeast, which is also know as the oasis of the peace is more sensitive than Jammu & Kashmir. The implementation of this Act will hamper the peace loving people of the state.
He added that there has been no report of indigenous people forming any militant group and decision of the NDA government to implement this draconian law is going to secured another blunder like that of Chinese aggression of 1962”.
Saying political dialogue is the best way to control such issue, Sanjoy said if the Act is forcefully imposed and if it is not stopped in the state than the situation would one day encourage the youths to take arms.

ITANAGAR, Apr 16: A protest rally by the INC party was held at Bomdila against the Land Ordinance bill brought by the BJP government, implementation of AFSPA in 12 districts of Arunachal, and to protest against the racial remarks made on AICC president Sonia Gandhi by Union Minister Giriraj Singh.
The rally saw the attendance of Tenzin Norbu Thongdok, Deputy Speaker, GoAP, Kumsi Sidisow, Parliamentary Secretary PHED, Byabang Nukh, General Secretary APCC, Tsewang Norbu, DCC President among others.
Tenzin Norbu Thongdok condemned the implementation of AFSPA in Arunachal Pradesh and demanded the Centre to withdraw it as soon as possible. He also called the land ordinance of the BJP government corporate friendly and while adding that it will yield no benefits for the farmers and poor land owners.
He further decried the centres decision to delinking the centrally sponsored scheme, and said that the funding pattern of 90:10 should continue.
Tsewang Norbu, while condemning the racial remarks on Sonia Gandhi by Giriraj Singh, asked how people like Singh is allowed to retain a ministerial berth.
Kumsi Sidisow, while dismissing allegation of weak governance, assured the gathering that everything was under control and rumours were being spread by the oppositions to destabilise the government.
Meanwhile, the West Siang District Congress Committee (DCC) has organized a massive protest rally yesterday at Aalo Club against Land Acquisition Bill of BJP Govt and BJP’s election manifesto during last Delhi Assembly election where people from the North East were mentioned as illegal immigrants. The rally was taken out from Aalo Club to New Market and back to Aalo Club.
PWD Minister Gojen Gadi, party MLA from Liromoba constituency Nyamar Karbak, DCC president Gedo kato, ZPC West Siang Yaman Bagra, ZPM, Block President, PRI members, PCC Secretary Gojum Basar, APCSD spokesperson Geli Ete and all the office bearers of DCC and other frontal organizations of the Congress took part in the rally.
ITANAGAR, Apr 16: The 10 days Longte Festival of Nyishis concluded today with traditional pomp and gaiety. The mega event was unveiled on 6th April by Minister of State for Home Affairs, Kiren Rijiju. The festival included traditional cultural competition, traditional fashion show competition, games and sports activities. The EKSWCO executives were also engaged in the various committees and actively took part in the festival. Various sports and cultural events were organized as part of the celebration.
Sandeep Kumar Singh, IAS Deputy Commissioner, East Kameng district urged the Puroik community to avail the various government sponsored schemes and beneficiaries as much as possible and asked not sell beneficiary items like CGI sheets, cements, others domestic animals. The DC also asked Puroik students to go to school and study at least upto graduation. Education is the facilitator for social change, he said.
Meyok Cheda, District Zilla Chairperson while attending the event on 15 April said Puroiks should also come forward at par with other tribes.
Khya Safar Pao, Chairman EKSWCO cum Chief Patron of the Festival said that as per the EKSWCO resolutions, Puroiks should be given respect and status. They are no bonded labour anymore and appealed the people to give them an independent way of life.

The Jammu & Kashmir government has not arrested separatist leader Masrat Alam Bhat who made inflammatory speech during a rally organized by Syed Ali Geelani Hurriyat Conference led by at Hyderpora Srinagar yesterday. Our parents, who are registered beneficiary under APB&OCWWB pay monthly contribution fee of twenty rupees as membership without delay. But APB&OCWWB is taking four to five months time to provide benefit to the beneficiary. Medical benefit should be provided immediately without delay after verification of documents.
APB&OCWWB is collecting cess for the welfare of labours of our state. As per my knowledge this labour welfare board is one of the richest welfare boards in India by collecting 1% cess.
J&K, Gujrat, Kerela & Puducherry and Tamil Nadu are providing enough benefits to

Flexing muscles against peace loving people
Dear Editor,
When the state is reeling under irreparable financial crisis, there cannot be a better timing by the think tank at Delhi to slap with yet another humiliating blow to the state governance with draconian AFSPA in erstwhile, peaceful state like Arunachal Pradesh. The current scenario fits with famous English saying, that "when sorrows come, they never come alone, they come in battalions".
Why not! Anyone would spit, shoo at a stray dog. The centre has taken us for granted; know our inability, low esteem, and cowardice. They think that, it is better to befriend a smart enemy than a useless friend. The centre is some kind of tying bait. Don't know why. Is it because our state is not under their direct control, or is it really terrorism.
True, terrorism is eating up our country, draining wealth, but why our state. For God's sake, why MHA is flexing their arms on such a peace loving people?
This shows that MHA has lost all its minds and accountability and they are trying to outlive their presence.
For example, take the state of Maharashtra, west Bengal, and Tamil Nadu. These state are safe haven and hideouts for international terrorist, Naxalites since time immemorial, yet these states escapes all sceptical and dreaded AFSPA. Why? Because these states have their presence made at Parliament and MHA cannot ignore it.
MHA has got its entire checklist wrong this time and whosoever have recommended it; he should be called for an open debate with the people of Arunachal Pradesh. I mean one cannot compare Arunachal Pradesh with states like J&K. It's an open war out there and MHA should get this into their head. It's for sure we have financial crisis, political instability, but that doesn't mean that we cannot overcome all these crises. It might take time, but we can do it for sure. Delhi has announced so many packages, schemes, lured foreign investors to the state. But imagine how all these investment will be possible when we get branded as terrorist infested state.
It's time we unite together and make our voices grow louder against this infamous law and unwanted treatment. And I appeal to all elected representatives to overcome their differences and fight together for a better cause atleast for once.

I say repeal AFSPA
Dear Editor,
Power itself is special; and that too the power of military men, of men-
constitution to corrupt it, to misuse it. As early as 19th century the thoughtful British historian Lord Acton said, "Power tends to corrupt, and absolute power corrupts absolutely".
And now you are adding "special powers" to a power which is already so powerful, so tempting.
Freedom of speech itself is a freedom. One is bound to wonder what's
the need of a "special freedom of speech"; people have been often misusing and misbehaving even with the simple freedom of speech since its inception in political, religious or individual affairs and
creating all sorts of unnecessary nonsense. And now you are adding "special freedom of speech". Are you mad? Does it really make any sense? Is that going to make our society a better place to live in?
Not a bit.
Unlike other sister states, the people of Arunachal had been the most patriotic and nation loving of all. No Naga, no Mizo have been as open and assimilative of Indian culture, her beliefs and practices as an
Arunachali does. No Tamil, no Malayali knows Hindi as much as an
Arunachali loves.
The recent shameful incident of molestation of three Arunachali women near Itanagar by members of army personnel is an ominous fact of what might be the beginning of such feeling of oneness, and instead the
birth of contempt for the Indian state.
I'm not a scholar nor an erudite intellectual going to give laborious details of what necessary changes the Govt of India must bring into the provisions of the Armed forces special powers act, which is so obvious.
But I say as a common citizen that the AFSPA is a draconian law, I say as an ordinary human being that the AFSPA is a colonial
law, that it is a gross violation of Human rights; we used to believe
ourselves as members of the great Indian nationhood, repeal AFSPA, as an Indian I say.

The old age pension really means a lot to them and it would be a tremendous fault on our behalf, if we take the smile from their faces. An eye sore
Dear Editor,
No doubt in Tuesday's IPL match Rajasthan Royals got the better of Mumbai Indians in a fiercely fought battle. But it was a bit of an eye sore to watch both the teams dressed in blue jersey. I guess the teams would have got inspired by the Indian team's blue jersey but I think in future, organisers could have different colours for different teams keeping in mind the television viewers.
